Skills4Group launches dedicated housing training division to raise workforce standards across property management

National training provider Skills4Group has launched Skills4Housing, a new division delivering qualifications, apprenticeships and workforce development programmes for block managers, managing agents and property professionals across England.

The launch comes as the residential property management sector faces rising pressure to demonstrate competence, strengthen compliance, and deliver consistently high service standards. Building safety legislation, greater regulatory scrutiny, and rising client expectations mean employers need a workforce equipped with the skills and knowledge to meet the demands of a changing market.

At the same time, recruitment remains challenging, making workforce development more important than ever. For managing agents, the question is no longer whether to invest in professional development, but how to do it in a way that delivers measurable results without pulling staff away from operational demands.

Skills4Housing's programmes are aligned to Chartered Institute of Housing (CIH) qualifications while also supporting progression towards professional recognition through The Property Institute (TPI), including Associate (ATPI) and Member (MTPI) grades where eligibility requirements are met.

This dual recognition reflects a broader industry move away from siloed career tracks. Employers now need teams whose credentials carry weight across both social and private tenures. A single development investment now builds capability that transfers across environments, while individuals gain a portable professional identity that holds value whether they are managing a housing association estate or a mixed-tenure development.

The TPI partnership is particularly significant for block managers and managing agents. TPI is the leading professional body for residential property management professionals in England, and its membership grades are widely recognised by employers, clients and regulatory bodies as a benchmark of verified competency. By embedding TPI progression into its programmes, Skills4Housing is enabling property professionals to demonstrate industry-standard competence without taking time away from operational commitments.

Skills4Housing's programmes include CIH-aligned Level 4 and Level 5 qualifications, a Housing & Property Management Apprenticeship, and free CPD sessions covering building safety, compliance, leadership and tenancy management. Courses are delivered through a blend of virtual workshops, tutor-led online learning and self-study, designed to fit around operational schedules.

Skills4Group brings strong performance credentials to the new division. The organisation recorded a 99.4% pass rate in 2024/25, well above the national average of 60.5%.
